They don’t know what genetic immunity is, do they? And it never goes away. You can’t replicate it in a lab, it’s genetic brought on by a potential extinction event (epidemic).

Do you know when you’re most at risk of getting an infection from a stranger? The Tube, which has to swerve to avoid WALLS of skeletons killed by plague, or when you’re waiting, like say, to sign on to the dole?
The artificial version might cause a re-insertion of a slightly new strain into a modern population. A vaccine is only one strain and it isn’t the same as the original, which might be carried, or any later versions which mutate either (see the common cold). All it takes is one person to catch it, any strain. We don’t make/do smallpox anymore for that reason either. It would present a greater risk than improving hygiene standards and the latter is far more effective. Unless the West is suddenly importing people that don’t know how to use a toilet and brush their teeth in a holy river filled with faeces and rotting corpses…. in which case, bring them up to first world standards, don’t give them a disease straight to their blood that requires a genetic immunity to survive.

There is only need of a vaccine once a disease has spread, as a last resort. Otherwise you help it along.
