Cry.

Relief.

It’s a coping tactic, it’s their catharsis.

Punching down, in effect.

“I’m the Real Victim Here TM.

They don’t want to learn to connect any other way.

It would be more obvious with physical violence. The parent or teacher who says I don’t care who started it is being unjust. The problem will recur because the instigator is not fingered.
